MAY 2009 - TOTAL APPROACH PROVIDES PRACTICAL SOLUTION TO POLICY ISSUES

An innovative ‘one-stop shop’ approach to meeting Government recommendations
on public toilet provision is being pioneered, by Total Hygiene.
The company- Britain’s leading manufacturer of toileting aids for the disabled
and developer of the only automatic bidet toilet designed specifically for
the less able, the Clos-o-Mat- has put together a unique package that encompasses
advice on, design, supply and installation of either elements of or the whole
accessible washroom. The package, the Complete Bathroom Collection, has been
developed with the aim of helping the public sector meet not only the recommendations
laid out in the Department for Communities & Local Government’s ‘Improving
Public Access to Better Quality Toilets- a Strategic Guide’, but the amendments
to BS8300.
A key recommendation of the Guide is that local authorities make appropriate
provision for disabled public toilets, and establish specialist disabled toilets
in major centres of population. Baroness Kay Andrews observes in the Guide
‘a lack of accessible and good public toilets affects not only the quality
of our town centres…it also reduces the dignity and quality of people’s lives.
After all they are one of the basic facilities that residents and visitors
alike depend on.’ Her views are reinforced by a survey by Help the Aged, which
found many people make a conscious decision NOT to visit somewhere if they
believe they cannot find a suitable public toilet.
The Clos-o-Mat, and Total Hygiene’s package, provide an effective solution.
The core Clos-o-Mat, the Palma Vita, incorporates within a ‘conventional’ WC
integral douching and drying: hand or body pressure on the flush pad triggers
the WC to flush, and the douche to extend and wash the user, followed by a
warm air drying cycle. The process eliminates the need to use toilet tissue
and, for the less able, minimises carer assistance after toileting. As a result,
the one unit can be used by all, regardless of ability.
Alongside the Clos-o-Mat Palma, Total Hygiene provides a height adjustable
variant, the Lima Lift, plus a range of accessories from simple grab rails
to height adjustable handbasins and height adjustable changing tables, enabling
precise tailoring to specification and budgetary requirements.
East Hants District Council is just one local authority already implementing
optimum accessibility in its toilet provision: it has upgraded its public convenience
in one of Alton’s carparks to include a Clos-o-Mat Palma Vita automatic shower
toilet, changing table and overhead hoist system. Explained Brian Redwood,
of East Hants District Council Contract Services, “Our research showed that
lack of facilities precludes people from visiting areas where their needs can’t
be accommodated, and we felt this needed addressing. The Council has a reputation
for the high standard of its public toilets- we have won Five Star Awards in
the National Loo of the Year Award in the past, and have upgraded a number
of our public toilets beyond the legal requirement. The Council voted unanimously
to back the scheme for Alton.”
The only British manufacturer of automatic bidet toilets, Total Hygiene has
